bold pilot demonstration has achieved remarkable results

in January 2010, the world's first bus line fully operated by pure electric bus was launched, with 30 vehicles at a time. At present, the maximum running mileage of a single vehicle exceeds 250000 kilometers, making it the longest operating mileage of electric bus in China; In April, 2011, 585 pure electric cars were put into operation on the road at one time, setting a national record for large-scale launch of electric cars; In 2012, Jiangqi company launched 1000 electric cars, and 220 electric cars were sold to Chengdu, realizing the batch export of electric cars for the first time in the country; In 2013, 2500 electric cars were launched at a time, once again setting a national record for the large-scale launch of pure electric vehicles

at present, Hefei has promoted 8813 new energy vehicles nationwide. By the end of 2013, the total mileage has exceeded 90million kilometers, saving about 13.2 million liters of fuel and reducing about 30400 tons of carbon dioxide. The city has built 9 bus charging and replacement power stations, 50 electric car charging piles and nearly 2000 electric car charging piles; A city level monitoring center, 3 information collection and monitoring stations and 10 maintenance stations have been built. a person in charge of Hefei Municipal Commission of economy and information technology elaborated on the development of new energy vehicles in the city from four aspects. First, build a work platform system and promote policies. The municipal government has established a leading group for the development of new energy vehicle industry headed by the mayor, and issued two policy documents, which clearly require Party and government organs, institutions and state-owned enterprises to purchase or update official vehicles, taxis and buses, and to adopt new energy vehicles in principle. third, improve the industrial chain based on product layout. Seize the opportunity of the pilot demonstration, support Ankai, JAC and Hefei Chang'an to build national important R & D and production bases for electric buses, electric cars and electric trucks respectively, and support GuoXuan company to become a lithium-ion battery R & D and production base. We have improved the product system of new energy vehicles, developed 20 pure electric buses, 15 pure electric tourist buses and special buses, and the product series covers 6-12 meters. In addition, we have also developed pure electric special vehicles, electric trucks, etc

fourth, adhere to open cooperation and innovative development. Internationally, Hefei University of technology and Ohio State University jointly build a new energy vehicle joint laboratory to jointly develop and apply electric vehicle technology. Robert holmetz, deputy secretary of state of the United States, made a special trip to Hefei to inspect new energy vehicles. Domestically, the whole vehicle, parts and components, infrastructure, etc. are fully open. through in-depth interviews, there are still many challenges in the development and promotion of new energy vehicles in Hefei, and there are many problems that need the government's help to solve, mainly in the following four aspects

first, introduce charging electricity price and charging service fee guidance price as soon as possible. According to the current national electricity price policy, the charging price of electric buses is general industrial and commercial electricity. Due to the high one-time purchase cost of electric buses, the operating cost of electric buses is still higher than that of fuel buses after deducting national financial subsidies. It is suggested that the state should introduce charging electricity price policy as soon as possible in accordance with the principle of extremely low working noise, implement residential electricity price for private passenger cars, and implement large industrial electricity price for buses

second, increase support for infrastructure construction. Hefei has incorporated the construction of charging piles into the general principles of urban regulatory detailed planning, which has achieved remarkable results in promoting and ensuring the construction of charging piles. It is suggested that the state should issue planning guidelines for the construction of charging infrastructure, and formulate mandatory standards for construction land, building codes and technical requirements. Support the promotion of oil and electricity integration mode in gas stations and the construction of charging facilities in highway service stations

third, strengthen the support of fiscal policy. We will continue to increase subsidies for new energy vehicles in the areas of purchase and operation. It is suggested that aircraft interiors are usually bound by very complex manufacturing regulations. Electric buses and taxis are treated the same as traditional fuel vehicles and enjoy fuel subsidies. Stabilize the existing subsidy policies and keep them consistent with the life cycle of electric vehicles

fourth, support the cultivation of venous industrial system for vehicle battery recycling. It is imperative to analyze the trend of large-scale promotion and application of new energy vehicles and plan to cultivate the venous industrial system of vehicle battery recycling. It is suggested that the state should establish a recycling system for waste power batteries and formulate policies and standards for the recycling of power batteries. According to the concept of developing circular economy, vehicle batteries with less than 80% capacity can be used for photovoltaic power generation and energy storage. At the same time, photovoltaic power generation can be used for electric vehicle charging to promote the common development of new energy vehicles and photovoltaic industry
